随着2016年7月12日发布的欧盟反避税指令（ATAD I），塞浦路斯议于2019年4月5日通过将该指令规定融于塞浦路斯法律。
以下三个措施自2019年1月1日开始实行。预计塞议会将在2020年1月1日前就以欧盟反避税指令II为基础的附加措施进行投票。这些措施将适用于所有需向塞浦路斯纳税的公司和实体，包括那些不是塞浦路斯税务居民但拥有塞浦路斯常设机构的实体。
